If the lock is cut off and replaced with another, the lock number change would be detected by a Keyholder, providing evidence of removal. You would then have some explaining to do!

Can I reuse the plastic locks?

No, plastic locks are single-use and must be cut to remove them. They cannot be reattached or glued back together.
